Mini-DV is just a shooting format, not a distribution format. Why would you want to go back to Mini-DV?
I say get it on BetaSP (for fests), then forget about DV. You'll probably end up distributing on vhs anyways, after everything is said and done.

Mini dv may be a shooting format but the point of my advice that she obviously wants to cut costs and edit it on a home machine therefore there is every reason to laying it back onto miniDv as she wont have a beta deck at home. The best cost efficient route is then just to get a simple beta sp transfer once and only once it has been accepted with the vhs submission.

although broadcasters (and sony) hate to admit it, miniDV is actually of better quality than BetaSP in most areas ... one day the dinosaurs will finally become extinct and we can all move forward.
